The rear wiper gets power through 10a fuse 21 in the smart junction box which you indicate is ok so that leaves the rear wiper relay or wiper washer switch as suspect. To remove the fuse box cover place a finger behind the pull tab and your thumb above the pull tab as shown in the illustration then pull the cover off.
